Use WD 40 or hit steel bolt with the hammer to loosen off the rust

Check to make sure there is no locking pin in the nut that is preventing you from turning it.  Most of the time the tire just lays there over the stud and is not fastened down.

Rubbish. No spare is so locked in a Camry. Maybe on tailgate of a Land Cruiser is there an actual Padlock thru one of the studs.

Then use a tool to unscrew it!

Call a tow truck if you don't have tools and have a flat tire.

Try sliding the tire side to side as you wiggle the bolt and unscrew it. You might use a crescent wrench on the handle until you get it started coming loose. If push comes to shove, it might help to let a few pounds out of the tire to relieve tension. Don't forget to pump the tire back up to 32 Lbs. Put a dab of grease on the hole before you put the bolt back. Good luck.

IF all else fails, BREAK IT. The vehicle can operate as safely without the spare being secured wherever it is stored.
