Why do products say they aren’t tested on animals, but online it says they do?

Examples being VO5 and Bath and Body Works. Are the companies lying or is that they don’t test in the US but only in countries that require it?

    Web site and shelf products publish different information often.

    There must be a loop hole in the US that let's them claim something on a shelf and then disclaim it only on their web site. It happens way too often for people not to notice it.
