how is fluorescent ballast wiring different from led wiring?

Flourescent ballast has 6 wires. 2ea 120v input and 4 high voltage output wires for 2 flourescent tubes. Your LED ballast supply has only 4 wires. 2 in, and 2 output wires.

LEDs do not need a ballast. So there is no wiring for them.

There are too many ways to answer this question. Fluorescent ballasts come in several varieties (instant vs. programmed vs. rapid start, for instance) and LED fluorescent replacements are available as direct-wire and retrofit. The retrofit ones require that you leave the old fluorescent ballast in place, while direct wire ones require that the ballast be removed and the wiring of the fixture be changed to suit the new tubes.
Fluorescent lamps operate on AC current while LEDs use DC. The AC power supplied to the fixture is rectified into DC by the LED tube's power conditioning hardware. You may notice that some LEDs seem to flicker like old school fluorescent lamps do; this is due to the pulse width modulation system used to control brightness, or else just a crude AC-DC rectification system that leaves the lamps flickering on and off very quickly. The better LEDs flicker at the rate of electronically ballasted fluorescents, thousands of hertz and you won't be able to see it. The cheaper, cruder ones however may actually flash at line frequency: 60 Hz, and lots of people can see that and are affected by it.

An LED either uses DC current directly, are has circuitry to convert from AC to DC in the bulb.
A fluorescent light uses the ballast to limit current, but still operates using AC.
Contrary to what Bubba Gubbins stated, the very high voltage in a fluorescent light is MOMENTARY to establish the arc. It RAPIDLY returns to a far lower voltage while the light is on.

Fluorescent secondary is high voltage(up to 600V), AC current. LED secondary is low voltage (typically 12 or 24 V) DC current.
