That question cannot be answered with the information you have provided.
Short answer: more than virtually any other heating method you could use.
Longer answer: it can be cheaper if you're willing to make the necessary lifestyle adjustments to make it less wasteful. But in terms of BTUs per dollar, electric resistance heaters - particularly baseboards - are the most expensive way of going about it.
Baseboards heat air, and air then transfers the heat to you. That takes time. The cheapest way to use resistance heat is to use radiant heat to shine heat directly on YOU and nothing else. Then you can get by with a relatively small heater that isn't wasting energy - and money - heating things like walls and ceilings.

What is the temperature difference you wish to maintain between inside and outside?
What is the R factor of the exterior? IN other words, how fast does heat escape?
How efficient are the baseboard heaters?
What is the local cost of electricity?
I won't swear that is a complete list, but without ALL those numbers, any cost estimate is a WILD GUESS.
