Does anybody in the customer service industry do their job properly?
Can they speak the English language? Do they constantly foul up everybody's orders? Is it their duty to make every customer's life miserable?
Is it any surprise that impoverished and foreign people do those jobs?

Customer service has suffered primarily because so many companies hire cheap people who cannot speak the customer's language, and neither know nor care about service standards acceptable in other countries. You always have the right to ask to be transferred to a supervisor or customer service manager who speaks your language.

The good far outweigh the bad
Majority who are treated badly are jerks that deserve it (which your post shows you to be)

Companies think they are saving money outsourcing customer service activities abroad. But sadly, most of these foreign workers have thick/incomprehensible accents, and their English language skills are not so hot. In addition, they are not well trained and do not know how to handle anything that is not in their scripts.

It depends on where you live. In my town and city it's mainly blacks and whites still.
If you get white workers with some blacks, you are going to get friendly good service for the most part.
As far as foreigners, illegals, and minorities go, it's almost always bad service.
