Hitch? I see this for the first time?

Tell me, what kind of coupling device? What are chains for? Why adjustable traction on chains? What are all the other mechanisms and brackets for?

    Looks like the trailer end of a leveling hitch. There would be bars/springs/levers on the hitch that would extend and you would pull up on them and hook the ends into these.

    For heavy trailers, it would help transfer weight to the front wheels of the tow vehicle.

    They used to do this with front wheel drive cars with so much tension that they could take the rear wheels off and drive. Just to show how it worked and make a point
