Can today's technology remove clouds from the sky in a small area?

      Cloud seeding does not remove clouds. Please read the Wikipedia link you posted to learn what it is.

    Probably? You would have to warm the air by causing it to descend or other means. That is why the center of a hurricane is cloud-free. The air is sinking there.
