It doesn't work that way. In a voluntary adoption, the birthmother chooses the parents. In an involuntary adoption, preference is usually given to the foster parents.

Honestly, depending on the agency, it should fall who seems to be a better fit aka meaning better financial stability, housing, etc not based off sexual orientation

Depends on a few things - but more then likely the agency would let the child go to a straight couple so the child would grow up with a mother and a father.

Uh... that ain't how it dun wurk. If you wanna foster-to-adopt, DSS chooses the best situation for the child(ren), and it ain't no cookie-cutter answer.
