Could running outside on a daily basis ever be considered detrimental to the brain?

Maybe, but inactivity is a much greater harm.  So the harm done is greatly offset by the good that is done by the physical activity.

Only if the person already has a brain issue or is outdoors some place where the air is polluted and thus could pose a problem over time.

    No.

Well, I guess it's possible if the running was done in an area with poisons, such as an open dump where waste is burned.

But, in general, endurance exercise is good for the brain.

Running each day is not necessarily the same as endurance running. And, endurance exercise is associated with growth of new neurons and improved mental health.

No, that's not a brain issue.
