Can you help me with English please?

Numbers revealing just how many civilian firearms are already in circulation in America: 265 million.

In circulation means that available to the public. Right?

    You are quite correct.

In English, the phrase "in circulation" refers to money, rumors, or rare items of value.

For your purpose I would use "owned". Even so, a native English speaker could make sense of it.

Not exactly.  It means that they are either already owned by civilians already or on sale in gun stores.
