In circulation means that available to the public. Right?

In English, the phrase "in circulation" refers to money, rumors, or rare items of value.
For your purpose I would use "owned". Even so, a native English speaker could make sense of it.

Not exactly. It means that they are either already owned by civilians already or on sale in gun stores.
