Have you read the story?
It's a very small story about Buddy and his older cousin against the world.
Because Buddy is a child and his cousin seems to have a learning disability, the "world" is almost anyone they encounter.
Just pick some of those people.
For instance, the unnamed relatives that they live with.
They have the effect of solidifying the relationship between the two main characters.
For more positive interactions look at the tavern owner who gives them whiskey in exchange for a fruitcake.
Or the young couple who they spend an afternoon with.
These people show them that not everyone is to be feared.
