If suspensions for some NFL player infractions don't work - would the threat of a ban from playing in the Super Bowl be effective?

No, it wouldn't. Most players don't make the Super Bowl in a given year so it wouldn't mean anything.

    Probably not effective.

It might be., but this would only matter if the player in question plays on a team that makes it to the Super Bowl, and even then there are other obstacles, like the NFLPA would fight it tooth and nail, and not all owners would be in favor of it,so it might not get approved.

Maybe if the guy plays for a team likely to reach the Super Bowl -- like the Patriots.

If the team even makes the playoffs let alone the Super Bowl. If the team is mathematically eliminated already, I doubt they’d care about not being allowed to play in the Super Bowl.
