Why do people say high reps doesn't build strength like being able to do 100 push ups in a row doesn't require lots of strength?

It's false that they don't build strength at all, it's just it is not optimal way to build strength. The strength is built in low rep ranges, such as 2-5 reps. 100 reps of push ups is for muscular endurance.
Of course, if you've never worked out and you do 100 pushups, you will get stronger. But if you are an advanced or even an intermediate lifter, 100 pushups won't add you strength.

High reps doesn't build strength like low heavy ones does. It builds some, sure.
