    If you've ever done any boating in the Bay you'll see plenty of both floating in the water.

    They don't and they can't. Needles wash up onto the SF shoreline continually...along with the straws.

    I have been to California, there are definitely needles in the ocean or at least on the beach

    Hypodermic needles sink. They fall to the bottom and get buried in the sand by the currents instead of floating away and poisoning fish.
