The southern states told Congress they wouldn't sign the Constitution if it restricted slavery in any way. The compromise they agreed to was that Congress wouldn't discuss the slavery issue for a period of at least 20 years. 20 years later Congress banned the slave trade, no new slaves were permitted to be brought to the USA, but it didn't ban slavery itself. Southern plantation owners benefited, they became rich, and it obviously didn't benefit the slaves. And eventually it would harm the whole country when the slavery issue led to the Civil War.
