Can I start a online business in USA without citizenship or green cards?

    If you're an online business there may be no benefit to incorporating it in the US (since you couldn't physically work in the US unless you'd obtained an investor visa/green card). I'd talk to a US business attorney about this because whatever advantages you seek may not be a reality. You don't have to be incorporated in the US to sell to the US market, as one suspects is your goal.

    Yes. you just can't do it while you are in the US. You can't work in the US.

    Plenty of foreigners invest in US businesses. They do NOT work in the US! They do not even come to US. There are people who start online businesses using a dot-com address, so it appears to be in US, but they work from their home country & do not enter US, never work in US.

    IF you are in the US, you can only start & run a US business IF you are legally authorized to work in the US. You cannot obtain any employment visa. So you would have to be US citizen, legal permanent resident, or hold a currently valid visa of a type which allows you to apply for EAD & actually hold currently valid EAD. So if, say, you are on a student visa, that strictly prohibits working, and there is NO eligibility to apply for EAD. Starting to work online is a visa violation which gets your student visa revoked with mandatory departure & permanent bar to reentry for visa fraud.

    Note this makes you subject to US tax laws, and US taxes ALL income from all sources worldwide. Getting stuck in the US Tax Trap may be a very severe negative for those with income abroad, as you have to report & pay US taxes on it.

    Of course. The United States welcomes foreigners who invest into US businesses. You can even start a company that will put Amazon or Google or Facebook to shame.

    You just can't work for that business in the United States unless you are authorized to work in the United States. There are plenty of foreigners who own huge US businesses. Watch the Netflix movie "An American Company." It's about a Chinese billionaire who opens a glass company in an old GM factory.

    Not legally. You need a work visa, a green card or citizenship to earn any income in the US.
