How do you complain if your Landlord has the house you live in painted a colour you don't like ?
The Victoria Inn and it's Annex are painted with dull pale green paint on all Wood Parts , Window Frames and Doors , this is oil based paint and the Metal Drain pipes and Guttering is painted Black , now The Landlord is having all The Houses on Holkham Village painted the same dull green and Black drain pipes but water based paint instead of the Traditional Holkham Green and Buttermilk windows which is in keeping with the History of Holkham's Sandstone Brick Buildings .

Depends on what state you live in. Different states have different laws regarding property rental and tenants rights.

It is not "your" house. Either suck it up or move.

It's his house. Should have asked before moving in. You can ask him if it's okay for you to paint & he might say okay.

You can complain about it to him. No one else will do anything about it.
You can request to repaint, at your expense, on the condition that you return it to his choice of color, at your expense, when you vacate. If he denies your request...

By letting them know you don't like it. That doesn't change anything. They can paint their own property any color they want.

You don't you are a tenant, not the owner and the owner can paint it any shade they want, unless is is a preservation property and then they need historic home permission to do do and agreement on the sade it is allowed to be painted

Or - see if he'll let you repaint, which generally comes with the requirements that you paint it back to his chosen colour when you move out.
