    If you don't want to be monitored you need to disconnect:

    1. stop using public wifi

    2. terminate your phone contract -- especially your data

    3. close bank accounts

    4. only use cash

    5. go live in a cave

    You don't. However, your local IP address is usually assigned by DHCP when you connect to the network and is not usually personally identifiable beyond the current session. However, the IP you are assigned can be associated with the mac address of your wireless card. Mac addresses are unique to each device.

    Unless you can gain administrator access to the router, you can't.

    Also, gaining administrator access to the router would probably be illegal in most places.
