Is ignoring and to talking to someone the same thing?

Ignoring and not answering does it mean the same thing?

    No. If I ignored this question I would not answer it. But because I just want to fill you with knowledge and enlighten you I am well not really talking to you but not ignoring you. I suppose in a conversation you can sort of be not be paying attention and half way be ignoring someone

    Ignoring someone means behaving as if s/he does not exist whereas not answering means failing to reply to a question or comment.

    No, but they can be very similar or work together depending on the context. Ignoring is very intentionally not acknowledging someone. Talking is just talking.

    Jane ignored my suggestion and staring talking to Eliza.

    Jane was talking to Eliza when I walked into the room. She didn't see me.
