new orleans is 21-8 against the spread as an underdog is interpreted as what?

does this mean they are 21 wins vs 8 losses against the spread or they have covered 21 times and lost 8 times against the spread

Neither of those. It means that when they were an underdog, they covered 21 times, and they didn't cover 8 times.

Those two things are the same.

Those two things mean the same thing. Wins (and losses) against the spread mean covering (or not covering) the spread
