They question is when can they be reasonably expected not to slam the glass down heavy-handedly or drop it. Some children learn to be careful and aware of their surroundings before others. Some three year old would be fine with a jelly glass if they can sit nicely but I'd expect an average five year old be able to use a small glass at the table unless they were special, special needs. Just make sure the vessel itself isn't too large or crazily thin.

Skip that whole sippy cup bullshit and teach your child from young to drink from proper glass. Its easy to do and what parents did before those stupid sippy cups.
