Only the Jubilee line has lifts. Waterloo and city line is reached by stairs, Bakerloo and Northern by escalator where you’ll need to carry your dog

You should be able to use normal stairs.

The Jubilee Line has lifts up to the main line station. The Bakerloo and Northern Line do not.

There are two lifts in this station, one between the mainline concourse and lower level at exit 2, the other between the mainline concourse and the passage to Waterloo East Station.

Some underground platforms have step free access to the mainline station.

Depends which line you will be on and in which direction.

You can find more on the Transport for London (TFL) website
