You never know when you might need a payphone because if there is a power cut mobile phones may not work. It is better to keep the payphone.

Pick up, pay into it and dial, "0"

If this is not on your property, I don't know how you can make that happen.

Try the company that operates it.

Any Pay Phone will have the servicing agency clearly marked on it. They do not appear by magic. The owning company either holds property rights to its location or rents space for it. If it is on your property, and abandoned, just have it removed.

It will eventually disappear without your input.

Most every cell phone, locked, unlocked, seemingly dead battery will let you call 911. Keeps a little extra cache of power for just such emergencies.

Could ask your local telephone company and see if could get their installer that puts in telephone lines and boxes and see if they could remove it or do they know who could

Look on the phone. It should say who is the operator of it (probably Verizon or whoever is the dominant land line carrier in your area) and you can call them.

Contact the City Hall where you live.
