Can an adoptive child decline adoption?

Depends on the age of the child. There's a big difference between 1 and say 14. Where you live is also likely a factor.

Depends on the age of the child and state laws.
During the adoption finalization hearing the judge will often ask the kids age appropriate questions in regards to their wishes. I adopted my daughter as a toddler, she wasn't asked anything. We adopted our son when he was 7 and they asked him age appropriate questions a 7 year old would understand.

A state can have in its adoption law an age, perhaps 14, where a child can object to the termination of their bio parent(s) parental rights, which will stop the adoption.
