1. I heard in a video someone say:
"After all that happened, I don't know how you still have THE FACE to come here."
Is this common usage?
2. And does it mean the same as saying:
"After all that happened, I don't know how you still have THE NERVE to come here."

Yes, it means the something similar. It is related to the expression "to save face," that is, to retain respect and avoid humiliation. But this usage is not very common.

It would mean the same thing, but I've never heard anyone use the first of those expressions.
