Did Wellington condone the Peterloo massacre?

    He may not have condoned the level of violence but his views were staunchly conservative. He stated “Beginning reform is beginning revolution.” He was less concerned about social justice than he was about preserving the social order and the class system.

    He was a serving soldier still, he would have no choice but to accede.
