How would you paraphrase the last word "will not scale" in the sentence?

“I don’t think people can remember ten thousand different names and command sets,” he says. “So by definition, this model will not scale.”

    The question asks us to replace the last word of the phrase. Either that or the writer thinks "will not scale" is a word. (It's three words, btw.) I would write "So by definition, this model will not suffice.”
