What part is this on my car?

Has lots of crap on it

    That's one of two bellow boots on the power steering rack, Check for torn CV joint boots that wold be throwing grease on them.

    If the power steering rack is leaking suck as much of the PS fluid out of the PS pump reservoir and fill the reservoir with LUCAS power steering additive. In 6 to 8 weeks the LUCAS reconditions the rack seals and will stop the leaks. Keep adding the LUCAS as the reservoir level drops while the seals keep leaking until the 8 weeks is up.
