Why did the world rush to save notre dame but they won't help people in need?

That's a false statement. Tens of millions [at least] of people worldwide receive government and private aid every single day.

A better question is, why did the Church spend so much money on a fancy building in the first place?

Well, if no one in the entire world was doing anything to help people in need that might just make sense. But as this is not the case - what are you talking about? Should we have left the smoking ruins to demonstrate how much we all care for people in need?

It's not always apparent that people are in need of help or what others can do to help them. When a building's on fire though, it's pretty obvious they should put out the fire.

Religious groups say that they are caring like Jesus asked them to be, but the fact is most don't give a damn about the poor and the hungry. The all go to church on their holy day and all act so perfect, sing a few songs, listen to some church leader prattle on, say a few prayers, and think that makes them perfect, then go away and sin all week and ignore the things Jesus asked his followers to do.
Notre Dame was a world heritage building of huge architectural importance. You are correct though that our priorities are wrong and we care more about an old building than the people starving in the world.

The world didn't. The Paris Fire Department did. And the Paris Fire Department helps people in need daily. As for restoration, that's being funded entirely by the French government, which also, incidentally, helps people in need daily.
