Is there a difference between a woman wearing revealing clothing and a woman who dresses very modestly?

What differences are they? We need to discuss this in detail

Christian women are told in God's Word, in the book of 1 Peter to dress modestly as Abraham's wife did. Women in the world who are not Christians often dress immodestly so they can get a man but it's for the wrong reasons and they ultimately end up being date raped sometimes because they show too much flesh - too much of a temptation for a man who thinks it's on a plate for his benefit

Probably the first one is not allowing fear and misogyny to dictate her choices.

Yes. Fashion makes a statement about yourself, whether that statement is true or false is left up to the imaginations of people looking.

Given that modest means minimal, not necessarily.

Actually, extremely skimpy and extremely modest clothing both suggest that women are nothing but a sex object.
