How can I get pre-op blood tests waived?

You need to have a valid reason for that. About four years ago, I requested to not be put under general anesthesia for an operation to remove a cyst from my right hand. So no pre-op blood work was needed. My reason was that I wanted to drive home from the hospital myself. The surgeon said she was OK with that.

By cancelling your operation.

And have the doctor and hospital take on liability for the malpractice that would constitute? Yeah, that's not going to happen. They'll simply refuse to operate on you if you refuse to take the blood tests they need to know that it's safe to operate on you or warn them, and so you, about any increased dangers to you being operated on.
