Is it okay to use a paint thinner to clean wounds?

No, those hydrocarbons should not be allowed to get into the bloodstream.
I confess I do not know what the effect would be but, since the warning label is to avoid inhaling the fumes, it is pretty likely getting the chemicals directly into our bloodstream would not be good.

Assuming the paint is water based, and the paint thinner is water, then yes.

Sure. Paint thinner is an alcohol based liquid and we all know that alcohol will disinfects the wound area.
