    Given all the snazzy electrical equipment Dr Frankenstein uses when he's bringing his creations to life, I'd guess at the 1910s or maybe 1920s.

    The book that was the inspiration for the film was set in the 1890's. The fact that people travel by carriage and ship is an indicator of the era.

    Stoker's widow sued the production company that made Nosferatu in 1922 and exerted control over the 1931 production.
