Can a house cat survive just one day with out food and water ?

Just one day - yes. Easily.
BTW - if the toilets have been left open, a thirsty cat will drink from the toilet.
If you are planning to go away for a day, leave a bowl of dry food out for the cat. Leave a couple bowls of water and make sure the toilets are clean and recently flushed. The cat will be fine.
If you have accidentally left a cat alone and it is going to be a day before you get back - don't panic. The cat will be fine.

Yes, (s)he'll probably survive, but this is still animal neglect and an indictable crime in many states. I would not recommend it. You could lose your cat and might end up serving time in prison. If you have to leave, then get an automatic feeder and fountain, or hire a pet sitter. Don't leave your cat alone for more than 24 hours.

You can leave a self feeder and a large bowl of water out for your cat if you're going to be gone for a day, even a day and a half. Longer than that, have a friend or neighbor stop in and check in on Kitty.
Either way, be prepared to pay for it when you return. Your cat knows when you leave, and you will probably get the 'butt in the air' cold shoulder treatment when you come home.

Yes, but I would not push it - they need water more then food if they are to survive.

Survive - yes. Be happy? No. No cat or other pet should intentionally be left without food and water, not even for a day.
