Will having two wifi adapters help prevent upload packet loss due to network congestion?

    No, all you'd be doing is creating your own competition on the radio part of your local network, once you got over the hurdle of trying to bundle the two cards/adapters together.

    Besides, the problem is probably somewhere upstream and out of your hands, or you're too far from the hotspot and the signal is breaking up. Run some traceroutes if you can. You should find it's clean in your home network and the jam is a few hops out.

    Sadly, the computer can only use one internet connection at a time.

    No. You'll only delay your own Wi-Fi response as they fight to share time with your router. You can't fight congestion by increasing the number of devices.
