Is it normal to get clear white smoke coming out exhaust for 20 seconds on a cold start after the vehicle been standing for a good 6 weeks?

Yes. It's water vapour. Quite normal.

I wouldn't put much stock in anything that came out of the exhaust after six weeks. White means water vapor. Always normal, except when it is profuse dense white smoke--that's a head leak. If you are not strafing the road it is probably normal water vapor.

I would not be too surprised if some moisture had built up in the exhaust system, and came out as a mist.
If it's only the one time, don't worry about it.

NO. but is IS normal for 'clear white STEAM' as condensation off the exhaust pipe heats up.

STEAM is ALWAYS fine. A bad head gasket would produce actual smoke, but NOT immediately on starting.
