Was web development easier back in the 90's to early 2000's than it is today?

Web pages were much simpler back then so this had me wondering.

    No, actually harder due to fragmentation; now we code against html5... but back then...

    HTML was the mainstay of page set-up. It simply set out the rules for how the page was to be displayed. So, they only showed the client-side of things, even with scripting (javascript or VBscript). To get more interactive, you needed a lot more, particularly ways to pass data to the server or collect client information.

    So, yes, it was easier for some things, but more complicated for many things that we take for granted today.

    Not easier, just different. Sure the pages were simpler, but so were the tools and the browsers.
