What is the name of a part of a commercial refrigeration system, that verifies that the refrigeration system has not gone Above a certain?

temperature (for food safety reasons) when the electricity has temporarily lost power or when the refrigerator or freezer has broken down?

    That would be an (independent) temperature logger. Independent, because otherwise it wouldn't work if the power failed.

    or just fill a jar half full of water, freeze it, and put it on its side in the freezer. If the freezer goes above freezing the water will partially melt, and that will be seen by inspection of the jar.
