Fractions are good for ratio and proportion.

They are not good for addition and subtraction.

Place value number systems ( which include binary, octal, decimal and hexadecimal ) are universal systems. They are excellent for addition and subtraction.

They are weaker at ratio and proportion.

Of course the absolute worst is a hybrid system.

327 23/64 " or 3 hours 27 minutes and 13.65 seconds.

or 12 pounds 3 shillings and tuppence ha'penny.

or 83 degrees 12 minutes and 14.6 seconds

You have none of the benefits of ratio and none of the benefits of place value addition and subtraction.

So decimal is a good general purpose number system with limitations.

Fractions are good for specific tasks. A GOOD student would be equally adept with not only these two but other number bases as well.

It all depends on the semantics of "better" and in what case they are being applied

In base 3 arithmetic 1/3 = 0.1

It all depends upon the base chosen. But pi() or sqrt(2) cannot be well represented by either a fraction or a decimal in any number base at all.
