Would you consider DNA testing of viable way of determining for sure. Child being brought to the border is actually with its own parent?

DNA-tests are extremely good at determining whether two people are biological parent and child to eachother. The suspected parent being part of an identical twin, or is a genetic anomaly (chimaera) is pretty much the only situation in which it fails.
Of course, in some cases the legal parent is not a biological parent. Sometimes a woman "cheats", or uses a spermdonor/eggdonor, and sometimes a child is adopted

Yes. It is a reliable way to ascertain parental status. It does not take all that long nowadays and it is pretty cheap too. The lab does not have to test the entire genome, just a small set of markers.
