Is "make sure "a stative verb or action verb?

I've never understood why anybody would bother to make such a distinction. Certainly in my 5 decades of being a grammar fiend I've never needed to know.

I think it's an action verb because "make sure" means make sure to (do/check etc.) something or confirm that something is true, so it expresses action.

I think you actually have to do something in order to make sure, so it is an action.
If you are sure that something is right, that would stative.
