what does it mean when school tax is exempt

Could be that the school doesn't need to pay taxes or that someone is exempt from needing to pay local property taxes towards the schools...

Taxes are not exempt. Taxpayers may be exempted from paying certain taxes -it means they don't have to pay the tax, or don't have to pay the full tax (a partial exemption). In many places, seniors get a partial exemption from paying school taxes, based on their income.

Exempt from what?

It means that it's non-profit, at least officially, so donations (but not tuition or fees) are tax-deductible and it doesn't have to pay some taxes that a for-profit company would pay.

It means that school tax is waived/not paid when something happens.
What that "something" is -- we have no idea because you haven't told us "when" school tax is exempt.
