WTF are 'operatives?' Do you mean Airmen or members?
Of course they can have their family members with them (except at dependent restricted locations). Do you think people go 4, 8, 20, or even 30 years without their families?
Most Air Force bases have a bunch of facilities specifically designed to support family members, like schools, child care centers, youth centers, pediatric clinics, etc.
Keep in mind that
1. In most cases, people with families don't have to live on base and most bases have housing capacities that that don't even come close to accomodating everyone.
2. There are a handful of locations that are dependent restricted, where the tour length is usually only 12 months.
When the member is deployed, his/her family can stay wherever they are living, can go visit the grandparents for 6 months, take a 6 month RV trip, or boost the morale of the people on base that aren't deployed.
