Which one is the best option to refill a Lpg cylinder or to buy a new LPG cylinder?

If you are using the small ones like for a BBQ grill then just trade them off. You will get a tank that was checked for safety and full. If you keep refilling your tank you may eventually have a problem because it never got checked. IF you are using anything bigger then you will find you can not do an exchange very easy so refilling them is the best way. Regardless, they all need the new connector that does NOT discharge gas unless it is hooked up to something.

If the cylinder you have is safe and serviceable, it's always less expensive to refill it than to buy a new one.

Unless the old tank is leaking, very rusty, or old ( where I live, tanks older than 10 years won't be refilled ), just refill it.

Why would you want to buy a new car every time it ran out of fuel? The same holds true for liquid propane. Just go to the refill facility and refill it. What is the big deal? Is there an issue with the tank? If there is, then swap it for another one. These tanks are just a simple commodity.
