How would one go about making the military smaller?

Making the military smaller is easy. Congress passes a bill reducing the end strength the military and the president signs it into law. The military then cuts recruiting goals, offers incentives to people to get out, and if that fails, initiates a RIF.
It's been done many times before.
Your idea wouldn't work because the military could still make its quotas, and even if it couldn't, it would throw money at people to stay in or initiate stop-loss.

they just recruit less, and then limit reenlistment and get rid of the so-so people

How about instant indoctrination of every single American citizen of all ages into the military. Wouldn't that be cool?

You may not have noticed, but the branches of the military have recruiting offices in most cities. They work very hard to get ENOUGH people to join the military. Now. Bill Clinton made the point in the 90s that modern warfare was fought mostly by missiles, planes, and ships, and he cut the number of military bases as part of his work to balance the budget. Then G.W. came along and declared war on Iraq, which required a lot of foot soldiers, and so they started calling up the National Guard. We're now back to a situation where we need fewer feet on the ground, but they still have to work very hard to get recruits. So it's idiotic to talk about banning certain kinds of people. Cutting the military budget would be more about cutting the funding for tanks and planes and the other very expensive equipment.

Yes, I would ban White men from joining, as most of the terrorist attacks in the US were committed by White men.
Really, if you want a smaller military, then the first step is to cut the military budget. Duh.

Cut the benefits..... lifetime benefits if you are a career soldier, if you have seen fighting or were hurt. Only 10 years if you never fought which should give you time to go to school, get a mortgage etc if you move on it...
If they cut the benefits in this way they would save a lot of money in the long run. Many people join because of the lifetime of government welfare vets get.. and complain about..
