    Usually it's illegal service - the Defendant didn't get the Notice, didn't appear in Court, the Judgment was by default, the Defendant reopens the divorce. It can also be reopened if either party lied. For example, if the wife is married, marries someone else, she divorces that second husband. There can be no divorce because there was no legal marriage.
