Should California allow tests based on open courseware?

The California education system is the best in the world. They also are home to the headquarters of Google and Facebook. The later created Coursera, which offers more free college lectures than most universities. The former owns Youtube, which has more college lectures, and scholarly work than any one university by far.

Should California merge the innovations of the private sector with the public sector? Should California save tax payer $ by using their public universities as testing centers for courses provided for free on Youtube and Coursera? What need is there to pay $120k in tuition costs?
