Why was Josef Fritzl never fined or otherwise sanctioned for failing to obtain a building permit/planning permission for his cellar complex?

Honestly, if he'd been tried and found guilty, it would have been added on to his sentence, and then, if he somehow managed to get his sentence commuted, he would have walked free. But if they waited until he got his sentence commuted, and then brought additional charges, they could put him back in jail. Prosecutors often only bring the charges they're sure will stick, as long as they're sure that will get the accused life in prison. Then if the prisoner gets out on a technicality, they can bring further charges to put them back behind bars.
