There is no exact number before 8 inches since the numbers are continuous, but I think you are asking what is the exact value of the *marking* just before 8 inches.
Obviously that depends on the markings on your ruler.
Some rulers might only be marked to the nearest 1/4 inch. So the mark before would be 7 3/4.
Others might be marked to the nearest 1/8 inch. So the mark before would be 7 7/8.
If it's the nearest 1/16 inch, then the value before is 7 15/16.
And if it's to the nearest 1/32 inch, then the value before is 7 31/32.
For all practical purposes, that's usually the smallest unit (though you can see it could continue on to 7 63/64, 7 127/128, etc.)
Basically take 8 inches and subtract one unit of marking on the ruler. For example, on a ruler with 1/32 markings:
8 - 1/32
= 7 31/32

Whatever number you choose, I will choose something closer. There isn't one until you define the unit of measurement scale. There is a limit to how small you can tell and that is what defines the next number down from your target. It is one unit less.
What unit of measurement are you dealing with? That is what decides, the measuring device declares how small you can measure. Rulers tend to use 16ths or 32nds as the smallest split possible, although kiddie rulers are often only divided into 8ths.

No .. it's not EXACTLY EQUAL .. 8 is 8 .. 7.999whatever isn't.
Notice how one starts with an 8 and the other one doesn't ?
If 7.9 isn't 8 and 7.9999999etc is 8 .. How many .9's does it take ?

7 is the whole counting number (integer) before 8.
There are infinite values (Real Numbers) between 7 & 8

The set of "real numbers" between 7 and 8 is infinite, and for any such number you may choose, there is another that is greater than that but still less than 8.

define " exact number " ....there is no number immediately before 8
